The California Energy Action Plan, adopted in a formal vote by the state's principal energy agencies, establishes a "loading order" to guide the state in meeting future energy needs. The order is as follows: energy efficiency and demand-side management first; followed by renewable energy resources, including DG; then clean fossil-fired DG; and finally clean central-station generation. Transmission investments are their own category, as a testament to their importance. The need to address climate change is a central motivating component of the EAP. Just as the EAP guides energy decisionmaking in the policy and regulatory arena, it is a set of guiding principles for CalCEF as well. Innovation is essential in each of the EAP's categories, and CalCEF seeks to provide early-stage investment support for companies that will help California reach its public policy goals.

Advancement Advisory Committee (ETAAC)

The California Air Resources Board’s (ARB) Global Warming Economic and Technology Advancement Advisory Committee was formed as directed by the California Global Warming Solutions Act of 2006 (pdf-110 KB) to:

"advise (ARB) on activities that will facilitate investment in and implementation of technological research and development opportunities including, but not limited to, identifying new technologies, research, demonstration projects, funding opportunities, developing state, national, and international partnerships and technology transfer opportunities, and identifying and assessing research and advanced technology investment and incentive opportunities that will assist in the reduction of greenhouse gas emissions. The committee may also advise the ARB on state, regional, national, and international economic and technological developments related to greenhouse gas emission reductions."
