Background: Plenty of cost-effective energy conservation remains in California but some of the low-hanging fruit appears harder to “pluck” than originally thought. The existing framework of regulations and business relationships has not always been effective. What new business models will be needed to finance, install, and operate efficiency improvements if the aggressive goals established by AB32 and Big/Bold are going to be achieved?

This Summit will assemble leaders from all sides of California’s efforts to save energy and reduce carbon emissions to address new business approaches for accelerating California’s emissions-reductions efforts and invigorating the economy. The discussions are expected to address:

  • What sectors and activities are making progress in energy-saving goals and where do untapped savings potentials still exist?
  • What are the gaps, barriers, and incomplete mechanisms, that prevent businesses from entering the market and filling the need?
  • What kinds of new business models, relationships, transactions, rewards, or regulations would attract innovations, investment, and other forms of energy-saving actions to these unfulfilled areas?

Panelists and participants will offer practical examples of obstacles and potential solutions. These concrete examples may touch upon product development, project funding, regulatory constraints, and negotiating contracts with many parties. Stakeholders will discuss the merits and strive to converge on solutions.
